Washington State Register
Description
The Washington State Register is a biweekly publication distributed on the first and third Wednesdays of each month. It includes notices of proposed rules, emergency and permanently adopted rules, public meetings, requests for public input, notices of rules review, executive orders of the governor, court rules, summary of attorney general opinions, juvenile disposition standards, basic filing procedureagency rule-making activityquarterly rule-making reportclosing date calendarpreproposal calendarrules coordinatorspublic records officersand the state maximum interest rate (which appears on the inside front cover).

To find the text of any particular item, use either the
WAC-WSR Table or the Register Index.  To find the WAC title number for a specific agency use the Agency-WAC Table.  You may do a text search of the Register.  You also can go to a specific type of filing (Proposals, Preproposals, Permanent, Emergency, Expedited rule and Miscellaneous) in a particular Issue of the Register.  Note:  If the document exceeded the page count limitations of WAC 1-21-040, select the issue number link in the Reviser's Note at the end of the document to view the document in its entirety.

The Register is divided into eight major areas:

(1) Preproposal - includes the Preproposal Statement of Inquiry that will be used to solicit public comments on a general area of proposed rule making before the agency files a formal notice.

(2) Proposed - includes the full text of formal proposals, continuance, supplemental notices, and withdrawals.

(3) Expedited Rule Makings - includes the full text of the rule being proposed using the expedited rule-making process. Expedited rule makings are not consistently filed and may not appear in every issue of the Register.

(4) Permanent - includes the full text of permanently adopted rules.

(5) Emergency - includes the full text of emergency rules and rescissions.

(6) Miscellaneous - includes notice of public meetings of state agencies, rules coordinator notification, summaries of attorney general opinions, executive orders and emergency declarations of the governor, rules of the state Supreme Court, rules of the Columbia River Gorge Commission, rules of the Governor's Timber Team, the Department of Corrections' rules exempt from the Administrative Procedure Act, and other miscellaneous documents filed with the code reviser's office under RCW 34.08.020 and 42.30.075.

(7) WAC-WSR Table - includes a cumulative table of the WAC sections that are filed in the current year. Warning - a filing may be published in the 20-01 issue but will have been filed in calendar year 2019. Therefore, the WAC sections would appear in the 2019 table, not the 2020 table.

(8) Register Index - includes a cumulative index of Register Issues 1 through 24. Each filing is listed under the agency name and then describes the subject matter, type of filing and the WSR number.
