​Several examples which involve the use of public resources to comment on or provide information on pending ballot measures are discussed.

​Opinion discusses the "normal and regular conduct" exception to RCW 42.52.180.  The "de minimis" exception is given little weight when the question involves public resources and the the possibility of a .180 violation.  The Board adopts a definition of "ballot proposition."
