​Respondent allegedly used language deemed offensive by those present.  Do the allegations confer jurisdiction on the board to proceed with the complaint proceedings?

​No. The Ethics Act does not address a legislator's comments to others as described in the complaint.  The complaint is dismissed for lack of jurisdiction over the subject-matter.  RCW 42.52.320.
