​The complaint alleges violations of the Complainant's constitutional rights and violations of assorted laws not included within the parameters of the Ethics in Public Service Act.

​RCW 42.52.320 limits the jurisdiction of the Ethics Board to enforcement of the Act and rules adopted under it with respect to legislators and legislative branch employees.  The complaint was dismissed for lack of subject-matter jurisdiction.
