​(1) Did the Respondent violate RCW 42.52.070 by sending to a legislative employee text messages containing inappropriate material or requesting dates? (2) Did the Respondent violate RCW 42.52.160 by consuming significant legislative staff time discussing personal issues related to allegations of inappropriate conduct against him?

​(1) No. The Board believes the legislature should provide clear standards on whether actions like those of the Respondent constitute a violation of the special privileges section of the Act.  (2) Yes. It is a violation of RCW 42.52.160 for legislative members to consume significant staff time discussing issues of a personal nature.
