​Would it be a violation of the Ethics Act for a legislative employee to make personal use of airline miles earned through official state travel?

​The Board declined to answer "yes" or "no."  Whether the mileage credits should be viewed as an individual personal benefit or accrue to the state is a policy decision best addressed by the Governor and the Legislature.  (Question may be seen as related to RCW 42.52.160.)
