The Legislature amended the timelines for computing the election year mailing restrictions, resulting in conflicting interpretations. As a result, some legislators may have missed, by one day, getting their newsletters timely mailed.

The Board acknowledged the statute was unclear and urged the Legislature to clarify. The Board adopted a temporary approach which would not penalize those members who may have, under one interpretation of the statute, missed the mailing date by one day. RCW 42.17.132 - now 42.52.185.
