​To what extent may public resources be used to participate in or promote a wide variety of public policy related organizations?

​The Board denied the request for a formal advisory opinion, concluding that the factual predicate for the question was too abstract.  The Board responded by informal letter which discussed the issue in general terms. Board Rule 1(K)(2).
