Does the Board have subject matter jurisdiction over what a legislator has  posted on his personal social media account or on the official social media account of the state Republican Party? 

No. As long as no state resources were used, the Board lacks subject matter jurisdiction over what a legislator posts on his personal social media account and it lacks jurisdiction over content posted on the state Republican Party social media account.
