Did Respondent violate the Ethics Act by posting on her personal Facebook page an accusation that Complainant filed bogus ethics complaint against her? Further, did Respondent "harass" Complainant within the meaning of "work environment" under the Act?

No. The Board lacks jurisdiction over posts legislators make on personal social media accounts. Further, although Complainant works with legislators on occasion, it is not sufficient to bring him within the definition of "work environment" in the special privileges statute.
