Did Respondent violate the Ethics Act by blocking a person on her personal social media account with whom she had communicated on her official social media account?

Summary

No. A legislator may not block someone on an official account but can block someone on a personal account. The blocking of the person from a personal social media account is not an ethics violation. Furthermore, the Board lacks subject matter jurisdiction over a member’s personal social media account.
