Evaluating zero-emission vehicle and transportation electrification programs funded by the Climate Commitment Act

JTC Project Manager: Paul Neal – paul.neal@leg.wa.gov

The legislature directed the JTC to oversee an evaluation of specific investment of funds from the Climate Commitment Act. The investments specified for evaluation are 1) zero-emission vehicle and vessel; 2) associated infrastructure programs, and 3) other transportation electrification programs.  Programs and projects from Washington’s Transportation, Operating, and Capital budgets will be evaluated. The consultant will review and evaluate administrative, performance and delivery efficiencies of these programs, making recommendations on improvements to program delivery that may include program consolidation, and identification of agency or agencies appropriate and optimal to program administration.

A final report will be submitted to the transportation committees of the legislature by October 1, 2026.

The JTC has contracted with the consulting firm CPCS to conduct the study.
