​May a legislator accept complimentary admission to the 2015 U.S. Open under the facts as presented?

​Yes.  Although sporting events, standing alone, are not part of a legislator's official duties, it may be possible to structure attendance at such events in such a way as to create a reasonable nexus with legislative duties.  In this case, the Board was presented with an itinerary which established that nexus.  RCW 42.52.010(9)(d).
