at public expense, to 250 DARE graduates at an elementary school violate the
Ethics Act?
Summary
LEB Opinion Summary
Yes. Irrespective of the mailing
statute, the proposed mailing would violate other provisions of the Act. The
Legislature authorized congratulatory letters at public expense for
extraordinary accomplishments and this standard is in effect year around, not
just during the election year. RCW 42.17.132 (now 42.52.185), 42.52.070,
42.52.160 and 42.52.180.
