Issue/Question

May a legislator place on his or her private, non-campaign web site, copies of legislative materials prepared for the legislator by legislative staff?

Summary

Public records are available to all, including legislators.  The contemplated use of these records prior to June 30 in the legislator's election year would not violate the Act.  Posting these discretionary materials on the legislator's campaign web site, at any time, would constitute a use of public resources in support of a political campaign.  RCW 42.17.020, 42.17.270, 42.52.180 and 42.52.185.
