​May a gift, which is subject to the dollar limit, be accepted if the recipient shares in the cost?  Would this activity be reportable to the Public Disclosure Commission?

​A recipient may buy-down the value of an acceptable gift for the purpose of establishing its value.  The public disclosure laws, which are outside the jurisdiction of the Board, determine whether gifts are reportable.  RCW 42.52.150.
