​Complaint asserts that legislators have a constitutional duty to take action as requested by constituents and by failing to do so legislators violate their constitutional obligations.

​RCW 42.52.320 defines the jurisdiction of the Board and the Ethics Act does not address constitutional allegations that a legislator is unresponsive to constituents.  Dismissed for lack of subject matter jurisdiction.
