​Has RCW 42.52.070 (harassment) been violated when advocates for an organization discuss a piece of abortion legislation with the legislator and the legislator reacts by referring to the advocates as “baby-killers”?  ​

​No. The advocates do not make their living working with legislators and legislative staff and therefore are not included as part of the “work environment” as that term is used in the harassment portion of the statute.​
