​Was it a violation of RCW 42.52.180 to use state resources to prepare and distribute early in a legislative session a partisan document to be used as caucus "talking points" attacking the legislative proposals of the other party?

​No.  The purpose and use of the document was to assist the Democratic Caucus in partisan legislative debate.  Citing C96-03, the Board found there was no indication that the partisan material was intended for other than legislative purposes.
