The Joint Administrative Rules Review Committee provides selective review of executive agency rules and rulemaking. The Committee reviews agency rules to determine whether:
- Rules are consistent with legislative intent;
- Rules have been adopted in accordance with applicable provisions of law;
- Agencies are using policies or interpretative statements in place of rules.
The Committee may review agency rules on its own initiative or upon receipt of a petition from a member of the public. A person may submit a petition to the Committee for review of a rule or agency policy either by mail, email, or by using the online submission option. The Committee must give written acknowledgement that a petition was received within 30 days of receipt and, except for petitions the Committee rejects, issue a final determination letter within 90 days of receipt.
