Joint Administrative Rules Review Committee

This joint committee is made up of members from the House and Senate. The committee typically conducts work sessions outside of the legislative session. Learn about the committee, its meetings, and how to participate.

    The Joint Administrative Rules Review Committee provides selective review of executive agency rules and rulemaking. The Committee reviews agency rules to determine whether:

    • Rules are consistent with legislative intent;
    • Rules have been adopted in accordance with applicable provisions of law;
    • Agencies are using policies or interpretative statements in place of rules.

    The Committee may review agency rules on its own initiative or upon receipt of a petition from a member of the public. A person may submit a petition to the Committee for review of a rule or agency policy either by mail, email, or by using the online submission option. The Committee must give written acknowledgement that a petition was received within 30 days of receipt and, except for petitions the Committee rejects, issue a final determination letter within 90 days of receipt.
