Joint Oregon-Washington Legislative Action Committee

    The Joint Oregon-Washington Legislative Action Committee (OWLAC) provides bi-state legislative oversight of the planning and construction of a new Interstate 5 bridge spanning the Columbia River. Oregon participates through its Joint Interim Committee on the Interstate 5 Bridge, and joint committee meetings are chaired and hosted on an alternating basis by the two states.
