Issue/Question

Are citizen members of the Board considered “state officers” as that term is defined in the Ethics Act? What are the limits to which citizen members can participate in political activities?

Summary

Citizen members of the Board are “state officers” as that term is defined in the Ethics Act. RCW 42.52.380 addresses the permitted political activities of citizen members; however, this opinion addresses additional areas of potential political activity by citizen members.
