Are there any circumstances where a legislative issue may be sufficiently outside the official role of a legislator so that the legislator could receive an honorarium for delivering a speech on the issue?

Summary

Speaking on any legislative matter is closely related to the role of being a legislator and would always invoke the statutory prohibition.  RCW 42.52.110.
