​Was the respondent required to file with the Board his contract with Washington State University and did that employment constitute a conflict of interest?

​No.  Respondent's contract was an employment contract entered into prior to in re Murray, 1999-05, which held that prospectively most non-competitive contracts with state agencies must be submitted for conflict of interest analysis, regardless of their characterization as "ordinary employment contracts" or "personal service contracts."  No facts to suggest a conflict of interest.  RCW 42.52.020 and 42.52.120.  Dismissed.
