Complaint Opinion 05-08

​Alleged that Respondent used public resources in the publication of his legislative newsletter, and that the newsletter was partisan in nature, misleading and not objectively viewed as imparting information on legislative issues.  RCW 42.52.180

​RCW 42.52.180 is not violated by the use of partisan material in newsletters produced at public expense insofar as it is, generally, "normal and regular conduct" to express legislative positions in partisan terms.
