Does reasonable cause exist to believe that Respondents violated RCW 42.52.070 through their intervention on behalf of one of the parties involved in a collective bargaining dispute?

Summary

No, not according to the specific facts of this case.  Respondents, absent the use of public resources, intervened on a single occasion to support one of the parties to the dispute with regard to an issue already determined in C2007-No. 3 to have a legislative nexus.  Complaints dismissed for lack of reasonable cause to believe the Act had been violated.
