Question/Complaint

Complaint alleged that public resources were improperly used to promote private business interests and that acceptance of a free book violated the gift laws.

Summary

​No violation of special privileges statute under these facts.  Respondent invited speaker to address legislators and staff on the potential benefits, when discussing and debating issues of public policy, which can flow from exposure to other cultures.  Event viewed as legislative in nature. The value of the free book did not exceed the general $50 gift limit and its receipt could not reasonably be viewed as part of an improper quid pro quo arrangement.  Complaint dismissed for lack of reasonable cause.  RCW 42.52.070, 42.52.140 and 42.52.160.
