Complaint Opinion 11-03

​Complaint alleged that a legislator provided a legislative email to a candidate in a local election for the purpose of assisting that candidate in violation of RCW 42.52.180.

​No evidence or facts were presented or discovered to support the claim that Respondent, as a state officer, provided a legislative email to assist a campaign.  Board noted that mere knowledge of a fact is not a "facility of an agency" (not a public resource).  Dismissed for lack of reasonable cause to believe a violation of RCW 42.52.180.
