Did Respondent violate: (1) RCW 42.52 by assuming the position of Director, Military & Defense Sector for the Department of Commerce or (2) RCW 42.52.020 and 42.52.160 by sponsoring two legislative bills in order to obtain “special privileges” for herself?
Summary
No. Because Respondent is not a state agency director, her current position does not “create a direct conflict with the office of state legislator.” The act of sponsoring bills is a core legislative activity protected under RCW 42.52.020 and 42.52.160 as well as the special privileges statute.
