Did Respondent violate the special privileges statute by attending a community rally protesting the death of George Floyd while carrying campaign signs and engaging in sometimes tense and profane conversations with some of the attendees?

Summary

No. Legislators are free to attend community events. Furthermore, provided state resources are not used to campaign, legislators can campaign at community events.
