​Has RCW 42.52.020 been violated when a legislator is a member of the Board of Directors for a national organization that does not lobby the state legislature?  

​No. The mission of the organization was not to lobby or make policy recommendations to the state legislature. Although the Respondent was expected to fund raise for the organization, he did not solicit funds from lobbyists or their employers.​
