Has RCW 42.52.070 been violated when a legislator becomes involved in an exchange with Complainant using his personal Twitter account and the Complaint states he is intimidated and harassed by the language used in the Tweet?  ​

​No. The “work environment” as used in RCW 42.52.070 includes only those who make their living working with legislators and legislative staff. Complainant does not make his living this way; therefore, he is not covered by the harassment provisions of the Act.
