Question/Complaint

Was it a violation of RCW 42.52.180 to use state resources to prepare and distribute early in a legislative session a partisan document to be used as caucus "talking points" attacking the legislative proposals of the other party?

Summary

No.  The purpose and use of the document was to assist the Democratic Caucus in partisan legislative debate.  Citing C96-03, the Board found there was no indication that the partisan material was intended for other than legislative purposes.
