The Organic Act of 1853 gave legislative authority to the Legislative Assembly. The first Assembly was a 9-member Council and an 18-member House of Representatives. Changes to the number of members were made by the Legislative Assembly. In 1889, after the State Constitutional Convention, voters approved our original state constitution.
