Legislative agencies
Legislative agencies are special organizations that support the Legislature. They provide services that other legislative groups cannot.
List of Washington state legislative agencies
- Joint Legislative Audit and Review Committee (JLARC)
JLARC is a Washington state legislative committee that works to improve state government. JLARC’s nonpartisan staff research and complete audits as directed by the Legislature. We present findings and recommendations to JLARC and other legislative committees.
- Joint Transportation Committee (JTC)
JTC is a bipartisan, bicameral legislative agency that conducts transportation related studies and other activities to inform state and local government policymakers, including legislators and associated staff.
- Legislative Ethics Board (LEB)
The Legislative Ethics Board enforces state ethics laws and rules that apply to members and employees of the Legislature.
- Legislative Evaluation and Accountability Program (LEAP) Committee
In 1977, the Washington State Legislature created LEAP to be the Legislature's independent source of information and technology for developing budgets, communicating budget decisions, and tracking revenue, expenditure, and staffing activity.
- Legislative Service Center (LEG-TECH)
The Legislative Service Center provides information technology solutions and services to the Washington State Legislature.
- Legislative Support Services (LSS)
Legislative Support Services (LSS) provides legislative information services to the public, the legislative Gift Center, and media and facilities support to the Legislature.
- Office of State Legislative Labor Relations (OSLLR)
The Office of State Legislative Labor Relations (OSLLR) assists the Legislature with collective bargaining for legislative employees. Created in 2022, it reviews practices, surveys, and reports. Bargaining starts in May 2024, with agreements effective July 2025.
- Office of the Code Reviser
The Washington State Code Reviser’s Office drafts, revises, and updates state laws and rules, ensuring legal compliance and clarity. It maintains the RCW and WAC, providing nonpartisan, confidential services to lawmakers, agencies, and the public.
- Office of the State Actuary (OSA)
Office of the State Actuary (OSA) is an independent and non-partisan Legislative agency that supports state financial security programs including the state’s public retirement systems, Guaranteed Education Tuition (GET) program, and the Long-Term Services and Support program.
