BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That the following be adopted as the Joint Rules of the Sixty-Ninth Legislature:

SIXTY-NINTH LEGISLATURE

Rule 15. Publicity of proposed amendments to state Constitution

The legislature shall provide methods of publicity of all laws or parts of laws, and amendments to the Constitution referred to the people with arguments for and against the laws and amendments so referred, so that each voter of the state shall receive the publication as soon as possible before the election at which they are to be voted upon. (Const., art. 2, sec. 1e.)
