Rule Drafting Service

The Rule Drafting Service (RDS) assists state rule-making agencies in preparing new, amended, and repealed rules at no cost. Using the RDS is optional. Follow the steps below to request services for existing sections, new chapters or sections, or repealed sections.

  • Step 1. Contact RDS

    Email or call to request specific WAC section(s) or chapter(s). You will receive a Word document of the current section(s) or chapter(s).

  • Step 2. Make edits

    Use the Track Changes Tool. Strike through existing language in red and add new language in blue with underscoring.

  • Step 3. Send back edits

    1. Email the edited Word document to RDS@leg.wa.gov. RDS will make the edits and send you three documents: a Word document for review and additional edits, a certified PDF for filing with the Washington State Register (labeled "For Filing"), and a noncertified PDF for agency use only.

    Specific text is not needed for repealed material.

    Email RDS@leg.wa.gov to request existing RDS document.

  • Step 2. Made edits

    Follow the editing guidelines for existing sections using the Track Changes Tool and color feature.

Turnaround Time

RDS typically has a two-week turnaround time and operates on a first-come, first-served basis. Small orders usually take one week or less but can take up to two weeks during busy periods. Large orders may take three weeks or more to process.
