Before filing: Register with our office
Your agency needs to register with us before you can file rule-making documents. Complete the electronic filing registration letter, include a handwritten ink signature, and submit a physical copy by mail or in person.
We can’t accept:
- Email or fax copies
- Electronic signatures

How to file rule-making documents electronically
Once we have your registration letter on file, follow the steps below to file a rulemaking document.
1. Complete the appropriate rule-making form
Download the Code Reviser (CR) form you need from the Forms and templates page.
2. Insert your agency’s official signature image
Scan the signature, crop it down to size, and save it as an image file in TIFF format. Put the image into the signature box.
3. Submit your documents
Email the following documents to EFILEWSR@leg.wa.gov:
- CR form
- PDFs from our free rule drafting service
- Any Word attachments, such as hand-typed state rule language
Write a subject line that helps you track the email. Be sure to use the final versions of OTS attachments. If you do not use OTS for drafting rules, your document will need to meet the page requirements (WAC 1-21-040).
We’ll send you an email confirming we received your filing. If your filing is time-sensitive and you have not received confirmation, contact us for help.
4. Wait for our response
First, we’ll make sure your document meets the minimum requirements under the Administrative Procedure Act (Chapter 34.05 RCW). Then we will attach a stamp and save the CR form and any attachments as PDFs.
You’ll receive the official PDFs at the email address on your agency’s registration letter. Print them to keep with your rule-making records.
We’ll also send the following documents to the Joint Administrative Rules Review Committee (JARRC):
- Proposals
- Withdrawals
- Expedited rules
- Permanent rules
- Emergency rules
