Municipal Research and Services Center (MRSC) Project Delivery Streamlining Work Group

In the 2024 Supplemental Transportation Budget (HB 2134, Section 204) the Washington State Legislature directed the Joint Transportation Committee (JTC) to contract with the Municipal Research and Services Center (MRSC) to convene a Project Delivery Streamlining Work Group. The Work Group will review streamlining options and recommend practices that support expedited project delivery for local governments and includes representatives from a variety of local governmental entities (Work Group roster linked below).

The study must review options to expedite project delivery that include:

  • preapplication communication 
  • partnership agreements
  • contracting processes
  • fund sources
  • mitigation
  • land use
  • rights-of-way
  • permitting
  • shared technology

Recommendations and opportunities for pilot projects to test some of the recommendations are due to the transportation committees of the Legislature and Governor's Office by June 30, 2025.

MRSC will submit a preliminary report by December 15, 2024.
