​The 2023-25 Transportation Budget (Sec. 204 (4)) directs the JTC to contract with the Municipal Research and Services Center (MRSC) to convene a work group to create a procedure by which WSDOT can partner with a local jurisdiction to perform preservation and maintenance and construct projects on state highways.

A preliminary report is to be delivered to the Office of the Governor and the transportation committees of the legislature by December 15, 2023.  A final report is due by July 1, 2024.
