Healthcare actuarial analysis

Healthcare actuarial services provided to the Legislature by the Office of the State Actuary (OSA).

The 2015 operating budget allocated funds to the OSA in order to provide the Legislature with access to expert health care actuarial services. Because OSA does not currently have qualified health actuaries on staff, OSA continues to contract with an outside consultant, Willis Towers Watson, to ensure the legislature has immediate access to expert health care actuarial analysis for Medicaid and health care benefits offered through the Public Employees Benefits Board (PEBB) and School Employee Benefits Board (SEBB) program. Additionally, OSA has been partnering with non-partisan legislative staff, the Health Care Authority, and the Office of Financial Management to increase understanding of the Medicaid, PEBB and SEBB health care landscape in Washington.

Examples of work products Willis Towers Watson has prepared include the PEBB and SEBB benchmarking report and network efficiency analysis below, which compares Washington’s active medical offerings to other employers and identifies potential cost management strategies.
